Judgment Text
KURIAN JOSEPH, C.J.
(1.) The petitioners have approached this court seeking promotion to the posts of Senior Private Secretary. On account of the intervening developments, the petitioners have limited their claim for monetary benefit only. In the reply with regard to said claim made by the petitioners, it is stated as follows:-
" That Respondent No.2 was promoted to the post of Special Private Secretary on 24.12.1999 on ad-hoc basis after putting in 3 years service on the post of Senior Private Secretary as essential required for further promotion as per provisions of the Recruitment and Promotion Rules to the post of Special Private Secretary in view of the fact that the process to convene meeting of DPC to review the minutes of earlier DPC held on 30.4.97 was initiated on the basis of representation of the Applicants. However, in both the DPCs held on 30.4.1997 and again reviewed on 18.12.2000, the Applicants were junior to Respondent No.2 and hence, Applicants being junior have no claim for higher promotion to the post of Special Private Secretary."
