Reservation of seats

(1) Reservation of seats shall be applicable to both Government seats and other seats subject to Rule 8. 

(2) Reservation shall be made for the candidates belonging to the Scheduled Castes, the Scheduled Tribes and the other Backward Classes as specified by the Government from time to time. If any of the seats reserved for candidates belonging to Scheduled Castes, Scheduled Tribes and other Backward Classes are not filled due to non-availability of eligible candidates reservation to that extent shall stand reduced and shall be filled by general merit candidates. 

(3) No candidates belonging to the Scheduled Castes, or the Scheduled Tribes or Candidates selected under Categories I, II(a), II(b), III(a) and III(b) shall be given admission unless he/she produces on the date specified, the Caste-cum-Income/or as the case may be Caste certificate in original issued by the Competent Authority: 

Provided that only candidates of Karnataka Origin (other than those referred to under sub-rules (6) and (8) of Rule 2 shall be eligible to claim the benefit of reservation under these rules. 

Note:-For the purpose of this rule and Rule 11 the Competent Authority means the Tahsildar of the concerned Taluk authorised to issue Caste-cum-Income or as the case may be Caste Certificate. 

(4) Five per cent of the seats shall be reserved for candidates who have studied from I to X Standard with Kannada as the medium of instruction within Karnataka or outside Karnataka. 

(5) Not less than fifty per cent of the seats shall be filled by Women candidates in each category in respect of D.Ed. Course: 

Provided that if sufficient number of women candidates are not available in the particular category, for admission to D.Ed. Course, such seats shall be filled up by male candidates belonging to those categories. 

(6) In respect of D.Ed. Course, not less than three per cent of the seats in each category shall be reserved for persons with disability, out of which, one per cent each shall be reserved for persons with disability: 

Provided that, if sufficient number of persons with disability are not available, such seats shall be filled up by the other candidates: 

Provided further that, the persons suffering from any disability exceeding seventy-five per cent of disability are not eligible for selection. The candidates selected have to produce disability certificate issued by concerned District Medical Board. 

If the Medical Board Certifies that the percentage of disability is below forty per cent such a candidate loses selection under physically handicapped quota and will be considered as a candidate in the category applicable to him for selection subject to fulfilment of eligibility criteria. Further, if the District Medical Board certifies, that the percentage of disability exceeds seventy-five per cent such a candidates shall not be eligible for admission under these rules: 

Provided also that, the candidates with hearing defect have to undergo Audiogram Test at 'NATIONAL INSTITUTE OF MENTAL HEALTH AND NEUROLOGICAL SCIENCES OR SANJAYA GANDHI ACCIDENT AND RESEARCH INSTITUTE HOSPITAL', Bangalore and produce Audiogram Report to the Medical Board for further examination. 

Explanation:-"Persons with Disability", shall have the same meaning assigned to it in the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. 

(7) (a) Out of total number of seats, the following percentage of seats in all media of instruction from all reserved categories namely, the Scheduled Castes, the Scheduled Tribes and the Other Backward Classes shall be reserved for various special groups as specified below and they shall be filled in accordance with these rules:

(b) Out of the total number of seats available for special group, reservations shall be made proportionally from each category and allotted to institutions. Allotment of seats under these rules will be along with other candidates as detailed in sub-rules (3) to (7). 

(c) If no eligible candidate is available from among defence personnel, such seats shall be filled up by the eligible candidates of Ex-Servicemen and vice versa: 

Provided that if eligible candidates of the above categories are not available for allotment, the reservation to that extent shall stand reduced and transferred to general merit category.
