The President, or in his absence the Vice-President or in the absence of both the President and Vice-President, a member elected from among those present, shall preside at every meeting of the Board or of any Committee of which the President or Vice-President is a member, and the person so presiding shall be entitled to exercise a second or casting vote in every case where votes are equally divided
