(1) There shall be a Secretary to the Board and he shall be appointed by the State Government on such terms and conditions as they may determine.
1[(2) The Secretary shall-
(a) manage the properties and investments of the Board;
(b) remain in custody of the properties and funds of the Board;
(c) execute all contracts made on behalf on the Board;
(d) subject to the control of the President, be the Head of the Office of the Board;
(e) maintain the minutes of the Board and its Committees;
(f) generally render such assistance to the President as may be desired by him in the performance of his duties; and
(g) exercise and perform such other duties as may be prescribed.
(3) The Secretary shall have the right to speak and otherwise take part in the proceeding's at a meeting of the Board and the Executive Committee but shall not be entitled to vote at any such meeting].
