(1) The Board may make bye-laws consistent with this Act and the Regulations-

(a) laying down the procedure to be observed at meetings and the number of members required to form quorum;

(b) providing for all other matters solely concerning the Board and Committees appointed by it and not otherwise provided for.

(2) The Board shall make bye-laws providing for the giving of notice to their members and to the members of the Committees of dates of meetings and of the business to be transacted at meetings and of the keeping of a record of the proceedings of meetings.
