Provisions of this Chapter to apply to Universities for Research and Innovation entirely funded by Central Government
(1) The provisions of this Chapter shall apply to such Universities for Research and Innovation as are wholly or substantially funded by the Central Government (hereinafter referred to as the public funded University for Research and Innovation).
(2) Notwithstanding anything to the contrary contained in any other law, the Central Government may, by notification, declare a University established by any law for the time being in force, other than a privately funded University, having regard to the high standards of and potential for research and innovation in higher education, as may be assessed by the committee of experts referred to in sub-section (4) of section 10, as a University for Research and Innovation for the purposes of this Act and with effect from the date of such notification the provisions of this Act shall apply to such University:
Provided that where a University has been established by a State Act, every such notification shall be made only on the recommendation of the Legislature of such State through a resolution to the effect that the University for Research and Innovation may be so notified.
