The Central Government may, after due appropriation made by Parliament, by law is this behalf, make, on the basis of such norms and criteria as may be determined, by that Government, grants of such sums of money, to each public funded University for Research and Innovation, as are required for its development and maintenance:



Provided that prior approval of the Central Government shall be necessary for the University for Research and Innovation to dispose of any immovable property created from such grants.
